The planning system in the United Kingdom is being radically reformed. The main changes to the system are contained in the Planning Act etc. (2006) Scotland and the Planning Act (2008) for the rest of the UK. The legislation aims to make the planning system more efficient and inclusive.

The new planning laws have been designed to speed up the processing of National and Major developments through the planning system. Government is keen to ensure that communities have increased involvement in the planning of developments, which will have an impact on the community directly, or on the environment. The new provisions are meant to ensure that the developer of a major project undertakes “meaningful and proportionate” consultation with affected communities.

The Planning Acts place a greater emphasis on consulting those affected by new developments, and places a requirement on those planning major developments to submit a pre-application consultation report with their planning submission.
